If you need to run new electrical or plumbing work through the basement you will most likely need to have a professional electrician do that. Especially if the city you are living in requires it. The next thing you would have to do to finish your basement is to install drywall. You will then have to sand it down, tape it, and then paint it.
You can now paint your walls. But keep in mind the basic design that you want for your basement. Whether you are using it for an office, a game or entertainment room, an exercising room, or just as an extra room, you need to keep the wall colors to match whatever you are using the basement for. For an office or exercising room you might want to keep the wall colors a lighter shade. For an entertainment room you can choose the colors that would go correctly with the rooms furniture, and any other accessories you were to add to you basement. If it is for a bedroom or an extra room then the color will depend on the person who will be staying down there.
